because of the faithfulness of United Methodists in local churches like yours. Black College Fund – $113,917 This is a General Church Apportionment. The Black College Fund assists local churches in reaching out to improve the lives of dedicated and ambitious young people of color, who might otherwise have no means to fulfill their life potential. The Black College Fund (¶815) began in 1972 as one of the apportioned general Church funds. The fund provides financial support for institutions of higher education that have historically served the educational needs of Black students. The fund provides support for eleven institutions of higher learning, more than any other religious denomination. The IGRC has a special relationship with Wiley College, made famous in the movie, “The Great Debaters.” Wiley College is also a recipient of Black College Funds. TOTAL IGRC BUDGET FOR 2026 – $7,304,147 2025 General Church Apportionments = 24.77% of the 2026 IGRC Budget Legislative Item 110: Renewal of Standing Rules 2025 Subject: Standing Rules Submitted by: IGRC Standing Rules Committee Estimated Financial Impact: None WHEREAS, The Illinois Great Rivers Conference has established Standing Rules for its ongoing operation, and WHEREAS, those Rules require in I.C.7 that “All IGRC standing rules will be re- viewed quadrennially immediately following the publication of each new Book of Dis- cipline . All references to the Book of Discipline will be updated to reflect the current Book of Discipline. All other standing rules will be reviewed by the Committee on Standing Rules for relevance. Changes in Standing Rules that require a vote of the annual conference will be presented as part of annual conference legislation,” and WHEREAS, the IGRC Standing Rules Committee has reviewed and updated these Standing Rules with editorial changes including updating Book of Discipline para- graph numbers, updating language to reflect United Women in Faith name change, updating rules to allow for “Bishop or Bishops” assigned to IGRC, correcting spelling, and updating dates, and WHEREAS, the IGRC Standing Rules Committee has reviewed and updated these Standing Rules to make them relevant to current practices by adding the Chair of the Commission on Camping & Retreat Ministries to the Connectional Table (in IV.D.4.h), updating the language describing parsonage standards for telephone and internet (in VI.B.4) and including an automatic dishwasher (in VI.C.2.g), and clarify- ing the moving expenses for pastors moving from outside the geographic bounds of the IGRC or outside of the United States (in V.C.3), THEREFORE, the Standing Rules Committee resubmits these Standing Rules for the
