Estimated Financial Impact: None WHEREAS, the 2020/2024 Book of Discipline of The United Methodist Church in paragraph 2543.1 provides that “No real property on which a church building or par- sonage is located shall be mortgaged to provide for the current budget or operating expense of a local church. The principal proceeds of a sale of any such property shall not be used for the current budget or operating expense of a local church,” and WHEREAS, paragraph 2543.3 also allows that, “Exception to this restriction may be granted in specifically designated instances to allow use of equity and/or accumulated assets from the sale of property to provide for congregational redevelopment efforts including program and staff. Such exception may be granted by the annual confer- ence, the bishop, and the cabinet upon request of the local church in consultation with congregation development staff where applicable. A clear and detailed three-to- five-year redevelopment plan that projects a self-supporting ministry must accompa- ny the request,” and WHEREAS, the Sandoval UMC Board of Trustees and duly convened Charge Con- ference of Sandoval UMC have approved the use of up to $120,000 from the sale of their parsonage to provide for congregational redevelopment efforts pending approval from the Illinois Great Rivers Annual Conference, and. WHEREAS, the District Superintendent, District Committee on Church Location & Building, Bishop, Cabinet, and Director of Congregational Development approve of this exception, determine that the use of these funds meets all the requirements of paragraph 2543.3 including a clear and detailed three-to-five-year redevelopment plan that projects a self-supporting ministry, and support the Annual Conference in providing this exception under paragraph 2543.3, THEREFORE, be it resolved that Sandoval UMC be granted an exception from the restrictions on up to $120,000 from the sale of the Sandoval UMC parsonage property as described in paragraph 2543.3 to provide for congregational redevelopment efforts including program and staff. Source of Funding: Health insurance allowance is paid by the local church to the active fulltime pastors serving the church. The Conference Board of Pensions proposes the 2026 health insurance allowance to increase $2000 from the 2025 amount of $18,000 for a total of $20,000.
