In accordance with ¶610.5 of The Book of Discipline , special attention shall be given in the IGRC nominations process “to the inclusion of clergywomen, youth, young adults, older adults, persons from churches with small memberships, people with disabilities, and racial and ethnic persons[.]” Special attention shall also be given to geographic diversity. III. Annual Conference committee membership A. Terms of office on committees shall begin and end with the adjournment of the annual conference session each year. For the purposes of determining tenure limitations, the term of office of persons elected or appointed to com- mittees after the adjournment of the annual conference session but before the end of that calendar year shall be regarded as having begun with the end of that session; persons elected or appointed after the start of the calendar year but before the next annual conference session shall be regarded has starting their terms at the adjournment of the next session. B. In order to provide for clear connections between the Annual Conference and its committees, and except where otherwise provided by The Book of Discipline or by Annual Conference rules or policy, all committee chairs, presidents, or other lead presiding officers (hereafter, “chairs”) will be nomi- nated by the Committee on Nominations and elected by Annual Confer- ence. Other officer positions shall be filled by committees from within their membership, in accordance with any applicable Disciplinary or Annual Conference requirements. C. Persons wishing to resign from a committee office shall notify the chair or acting chair of their committee, or in the absence of a chair or acting chair, the chair or acting chair of the Committee on Nominations. Any committee may enact procedures for automatic resignation of members after a defined number of unexcused absences from committee meetings or activities, provided that every reasonable attempt has first been made by that committee to establish communication with the member; such resignations must be jointly approved on a case-by-case basis by that committee and the Committee on Nominations. D. When a vacancy exists in a committee office for which the Committee on Nominations is responsible, the Committee on Nominations may submit to the Connectional Table an interim nomination for that office. Upon approv- al by the Connectional Table, the individual nominated shall immediately take office. The individual shall serve until the adjournment of the following annual conference session or, if further nominated by the Committee on Nominations and elected at the annual conference session, shall serve until the end of the normal term for that office. E. Upon the resignation of the chair of a committee subject to III(B) above, another officer or member selected according to the committee’s succession procedure shall serve as acting chair until a new chair takes office under the provisions of III(D) above or until the adjournment of the next annual conference session, whichever occurs first. F. Annual Conference staff or cabinet members assigned as liaisons to com- mittees shall have the right of voice but not vote, unless otherwise provided by The Book of Discipline or by Annual Conference rules or policy. IV District Committees on Nominations. A. District Committees on Nominations shall consist at minimum of the members of the Conference Committee on Nominations representing that
