Goal 10.00% CCFA Long-term Sustainability Goal for the IGRC
The IGRC CCFA goal for the 2025-2028 quadrennium is to focus on providing the local church with a reasonable apportionment percentage of their operational costs and to balance the Conference expenditures to income receipts so no Conference reserve spending is needed to cover deficits beyond the quadrennium. CCFA has approved deficit spending for the quadrennium. Excessive reserve spending is not a practical fiscal policy for annual spending plan expenditures and is a detriment to long-term solvency. The Annual Conference has historically approved a sound fiscal policy helping to ensure the future viability of the IGRC and to keep the local church apportionment percentage in a reasonable range. This has been accomplished by a reduction in our Annual Conference spending plan based on living within our means and has been accomplished to date by staff attrition and retirement, and the reorganization of ministries and departments. Since 2018 CCFA has proposed budget reductions totaling $4,898,066 equaling a 40.14% reduction as illustrated below: Year IGRC Budget Reduction Percent 2018 $ 12,202,213 2019 $ 12,107,316 $ (94,897) 2020 $ 12,099,908 $ (7,408) 2021 $ 11,206,875 $ (893,033) 2022 $ 11,040,909 $ (165,966) 2023 $ 9,106,853 $(1,934,056) 2024 $ 8,701,500 $ (405,353) 2025 $ 8,013,000 $ (688,500) 2026* $ 7,304,147 $ (708,853) Total $(4,898,066) -40.14% *Proposed CCFA is committed to providing accurate and timely reporting with full transparency regarding fund receipts and expenditures. The fiscal sustainability the IGRC has historically experienced is possible in the future through a continued well-managed spending plan balanced by the expected church apportionment receipts. CCFA will continue to thoughtfully discuss and prayerfully bring financial recommendations to the Annual Conference for consideration.
