g) No delegate shall speak longer than three minutes. Time of translation shall not count against the time limit for speeches. h) The three-minute limit on delegate speeches may be amended by a majority vote of the body at any time and for any period of duration. 3. Plenary Voting Procedure a) Voting shall be by electronic means or other process as approved by the Annual Conference members through majority vote. b) When electronic voting is not in use or operating, a standing count vote or vote by written ballot may be ordered on call of any member, supported by one-third of the members present and voting with pages serving as tellers. c) Only members within the bar of the Conference when the vote is taken shall be entitled to vote. No member shall cast a vote in place of any other member. d) No other business shall be in order when a vote is being taken or when the previous question has been called until the process is com- pleted, except such as relates to the vote itself or such business as the presiding officer may deem appropriate. IV. ANNUAL CONFERENCE STRUCTURES A. The Local Church (¶ 243, 2020/2024 Book of Discipline ) 1. The local church is the foundation of Nurture, Outreach and Witness of all ministries to the community of believers and beyond. 2. Each local congregation is urged to assess annually its programs and the needs and opportunities for ministries in the community and on the basis of this assessment develop a mission statement to be adopted at a charge or church conference. B. The District Superintendents will partner with clergy and lay leadership in or- dering the work of the district to equip and connect the local church and extension ministries in making disciples of Jesus Christ for the transformation of the world. C. The Annual Conference Vision and Mission Statements Vision: All the physically and spiritually hungry people of our world feast- ing on God’s abundant grace at God’s table so that they experience God’s unconditional love for them, are formed in that love, and are sent to live and share that love with individuals and institutions of our world. Mission: The purpose of the Annual Conference is to form disciples of Jesus Christ for the transformation of the world by equipping its local churches for ministry and by providing a connection for ministry beyond the local church; all to the glory of God. ¶ 601, 2020/2024 Book of Discipline ) D.
