G. Selection and Endorsement of Episcopal Candidates In its discernment process, the General and Jurisdictional delegation can and will consider any eligible elder in the Illinois Great Rivers Annual Confer- ence for endorsement. Prospective candidates do not need the endorsement of the Illinois Great Rivers Conference to be a candidate for the episcopacy. They may simply declare their candidacy during Jurisdictional Conference. The delegation shall make a report on its discernment process, including any endorsement it has given to the Annual Conference session in the year in which the jurisdictional conference is held. The report should include naming all candidates currently seeking election. In accordance with The Book of Discipline (¶405), the Annual Conference session will have an opportunity to receive the report, to affirm the delegation’s endorsement and offer its support; it may choose to endorse another candidate; or it may choose not to endorse any candidate. H. Annual Conference Displays and Sessions Information Material: Displays and distributed materials at Annual Conference shall be governed by policies developed by the Committee on Annual Conference Sessions. I. Records (¶ 606, 2020/2024 Book of Discipline ) 1. The Annual Conference shall maintain records of its proceedings. 2. The Annual Conference shall publish a Journal-Yearbook¬ and distribute copies to all members. 3. The Standing Rules shall be printed in the Annual Conference Jour- nal-Yearbook each year. 4. The Annual Conference Journal-Yearbook shall contain all new or revised policy statements approved by the Annual Conference and a reference index to previously-published policy statements. 5. The annual conference secretary or historian, if one is elected or appoint- ed, shall archive the Annual Conference’s records and materials consistent with prudent business practices. J. Online Annual Conference Session 1. Application and Limitation a) These rules govern online sessions only and do not replace or super- sede other organizational rules for in-person meetings of the Annual Conference session. b) During the preparation and conduct of an online Annual Conference session these rules supersede all other conflicting standing rules and policies. 2. Bar and Quorum a) The bar of the Clergy and Annual Conference sessions shall be the electronic platform selected by the Sessions Committee. b) A quorum is set by the Illinois Great Rivers Conference corporate by-laws to be a majority of those registered for the session.
